Certificate, Ballarat Technical School Endowment Plantation, 1928
The School Endowment Plantation Scheme was established in 1922 as a joint venture between the Education Department and the FCV. It was administered by the Education Department with technical supervision by the Commission. While some plantations were established on private land donated or leased for the purpose, most were established on Crown Lands or Reserved Forest made available, without cost, by the State. (https://www.victoriasforestryheritage.org.au/community/schools.html, accessed 26 September 2020) Throughout the Nerrina district numerous areas of public land were set aside as school endowment plantations as part of various schools’ educational resources. The plantations were initially established to instil through community involvement a love of forests and an appreciation of their value, and in fact many of them are well suited for regular use as a teaching resource of this nature. It was expected that this use will increase as courses embracing various aspects of environmental science are developed. Many school plantations have been planted to radiata pine, and revenue from the sale of produce used to provide amenities required by the schools. In some cases, however, these plantations have not been very successful in providing revenue, as the sites are unsuitable for economic growth or the plantations are too small or the location too far from processing centres to allow economic harvesting. In some instances, radiata pine plantations have failed due to poor management. In 1982 the Land Conservation Council believed that all the existing plantations should be assessed in order to establish their value as a teaching resource. Those not needed or that are unsuitable for teaching purposes for some reason, such as their location, should be terminated. Those planted to radiata pine that have limited value as a teaching resource although satisfactory for wood production may continue to be used for such production, but should be reviewed when the pines are harvested. Photograph - Black and white printed card, Ballarat Old Boys' Association presentation to Albert W.Steane, 1942
Albert Steane was born at Sandhurst (now known as Bendigo) in 1877. He attended the Gravel Hill State School until the fourth class, then transferred to the Central School 1876 where he gained the Merit Certificate. The monitor system of teacher training had been introduced and he passed fourth, third, second and first class pupil teacher. At about 16 years of age he was appointed a teacher monitor at 12 pounds per annum. Albert Steane was awarded the Teachers' Certificate of Competency in 1897. The teaching of woodwork in Victoria began in 1901 and Steane was chosen, among 18 others for the inaugural training course at Queensberry State School in Melbourne. Steane was known for the teaching of Sloyd or woodwork, which was an important point in his career. He opened the Sloyd (woodwork) Centre in 1902 at the Ballarat East Art School (later known as the Ballarat East Free Library) at the School of Mines and Industries Ballarat (SMB). In 1913 Albert Steane, the young head of the East Ballarat Sloyd Centre, was appointed to establish a junior technical school in Ballarat becoming the first headmaster of the Ballarat Junior Technical School. Steane's lifelong interest in gymnastics brought him as much fame as his reputation as a headmaster. He organised the Education Department's gymnastics display at Bendigo's Golden Jubilee Exhibition in 1902. He played a major role in the establishment of the Ballarat Y.M.C.A. and from 1906 responsible for evening classes in physical culture. In 1968, aged 91, he was made a Life Member of the Association. Steane was in complete command of his school, his staff and students. It must be remembered that schooling was not as permissive, tolerant and informal as today. A.W. Steane retired in 1942 after 29 years as Headmaster of Ballarat Junior Technical School. Many visible memorials are evident of his time and influence on the growth of the Junior Tech. A good school also lives on in the memories and affections of its old boys. Many remained in touch to talk about "the old days". A simple lesson he taught was "Win Through". No matter what path was chosen by the students, many were true to his teaching. On his retirement, Mr Jeffery was appointed the new Headmaster. On 19 March 1942, a farewell meeting was held presided over by Mr Jeffery. Those present included A.F. Heseltine, G. Netherway (representing the Old Boys' Association), N. McHuthchinson (District Schools' Inspector), G.A. Simcock (High School), E. Youlden (Pleasant Street State School), and J.A. Ewins (Citizens' Representative). The following presentations were made: G Netherway - nickel-plated smokers' stand with the Old Boys' badge A. Robinson - an illuminated scroll (B&W photograph above) C. In 1918 the Ballarat Junior Technical School Cadets were the champions of the Maryborough, St Arnaud, Mildura, Colac and Ballarat Districts. According to Neil Leckie, Manager of the Ballarat Ranger Military Museum: * Originally 12 – 14 year olds went to Junior Cadets attached to their school. * From age 14 – 17 they were Senior Cadets attached to the local militia unit. * After 1 July of the year a Cadet turned 18, the Cadet left the Senior Cadets and became a member of the Citizen Military Force. * In October 1918 the AIF, Militia and Cadets were renamed to give some connection to the AIF battalion raised in the area. Ballarat saw: 8th Australian Infantry Regiment comprising: * 8th Battalion AIF renamed 1st Battalion 8th Australian Infantry Regiment * 70th Infantry Militia renamed 2nd Battalion 8th Australian Infantry Regiment * 70th Infantry Cadets renamed 3rd B, 8th Australian Infantry. 39th Australian Infantry Regiment comprising: * 39th Battalion AIF renamed 1st Battalion 39th Australian Regiment * 71st Infantry Militia renamed 2nd Bn, 39th Australian Infantry Regiment * 71st Infantry Cadets renamed 3rd Bn, 39th Australian Infantry Regiment Prior to the reorganisation in 1918 the 18th Brigade was the 70th, 71st and 73rd Infantry. It is thought that the 18th Brigade Cadet units in 1920 were those that came from the old: * 69th Infantry (Geelong/Queenscliff) * 70th Infantry (Ballarat/Colac) * 71st Infantry (Ballarat West) * 72nd Infantry Warrnambool) * 73rd Infantry (NW Vic) The next name change came in 1921! The Ballarat Junior Technical School Cadet Team, which was very successful in the competitions recently held at Colac, hopes to be able to compete in similar events at Maryborough. In February 1913 the Ballarat Junior Technical School opened its doors to its 86 pupils. The old bluestone building in the grounds of the Dana Street Primary School became their temporary for eight years. In its early years the school offered only a two-year course. The first year was of a general nature giving a thorough grounding in Mathematics and Instrumental Drawing, and introducing students to the various branches of trade work. The second-year students studied for the Junior Technical Certificate and specialized in a course of their choice - either a trade (Woodwork or Fitting and Turning) or a course leading to higher studies at the School of Mines. The photograph shows the students outside the school building. Musical instruments, trophy and shield are shown. When World War 1 began, the school formed a 16 piece Bugle Band. A squad of Junior Cadets led by Mr A Williams and later Mr H Wakeling competed at the South Street contests.
